Dlouho byla tato obchodn\u00ed aktivita podpo\u0159ena pr\u00e1vn\u00edm a geopolitick\u00fdm sv\u011btov\u00fdm \u0159\u00e1dem, kter\u00fd poskytoval stabilitu a p\u0159edv\u00eddatelnost. (.) Dnes tato p\u0159edpoklad ji\u017e neplat\u00ed. Dnes mohou b\u00fdt pr\u00e1v\u011b vazby, kter\u00e9 vytvo\u0159ily prosperitu, tak\u00e9 pou\u017eity jako n\u00e1stroje n\u00e1tlaku. Vid\u011bli jsme, jak jsou obchodn\u00ed nerovnov\u00e1hy pou\u017e\u00edv\u00e1ny k vyv\u00edjen\u00ed tlaku. Vid\u011bli jsme, jak jsou energetick\u00e9 vazby vyu\u017e\u00edv\u00e1ny jako zbra\u0148. A ned\u00e1vno, uzav\u0159en\u00edm Hormuzsk\u00e9ho pr\u016flivu, jak\u00fd vliv to m\u011blo na n\u00e1s v\u0161echny. (.) V\u0161echny na\u0161e z\u00e1vislosti jsou nyn\u00ed pod drobnohledem. Tak\u017ee si klademe ot\u00e1zky jako: m\u016f\u017eeme d\u016fv\u011b\u0159ovat dodavatel\u016fm? M\u016f\u017eeme d\u016fv\u011b\u0159ovat server\u016fm, kde jsou na\u0161e data ulo\u017eena? (.) A m\u016f\u017eeme d\u016fv\u011b\u0159ovat stabilit\u011b silnic, \u017eeleznic, [00:02:07] a vlak\u016f? A m\u016f\u017eeme d\u016fv\u011b\u0159ovat datov\u00fdm kabel\u016fm, po nich\u017e jsou p\u0159epravov\u00e1ny na\u0161e zbo\u017e\u00ed a slu\u017eby? (.) Tyto stejn\u00e9 ot\u00e1zky jsou kladeny po cel\u00e9m sv\u011bt\u011b. (.) V\u00edme, \u017ee obchodn\u00ed syst\u00e9m sv\u011bta, kter\u00fd je m\u00e9n\u011b otev\u0159en\u00fd a mus\u00ed stav\u011bt na redundanc\u00edch, je ztr\u00e1tou pro v\u0161echny. (.) Trasy na sever p\u0159es Rusko jsou v\u00e1\u017en\u011b ovlivn\u011bny. Trasy na jih jsou nespolehliv\u00e9. (.) Z\u00e1rove\u0148 se ji\u017en\u00ed Kavkaz objevuje jako nov\u00fd p\u00f3l stability. A volby v Arm\u00e9nii pr\u00e1v\u011b uk\u00e1zaly, \u017ee cesta m\u00edru a spolupr\u00e1ce m\u00e1 tak\u00e9 podporu ve\u0159ejnosti. (.) Od roku 2022 se obchod pod\u00e9l t\u00e9to trasy zv\u00fd\u0161il \u010dty\u0159ikr\u00e1t. Vid\u011bli jsme evropsk\u00e9 spole\u010dnosti vstupuj\u00edc\u00ed na trh. \u010casto jej pou\u017e\u00edvaj\u00ed k p\u0159eprav\u011b elektroniky, stroj\u016f nebo pr\u016fmyslov\u00fdch komponent\u016f mezi Evropou a \u010c\u00ednou. (.) A p\u0159esto bychom na to nem\u011bli pohl\u00ed\u017eet jako na jednoduchou silnici s Evropou a \u010c\u00ednou na opa\u010dn\u00fdch konc\u00edch. Je to vstupn\u00ed bod do glob\u00e1ln\u00edho obchodu pro ka\u017ed\u00e9ho pod\u00e9l tohoto koridoru. Loni v z\u00e1\u0159\u00ed nap\u0159\u00edklad Kazachst\u00e1n vyvezl svou prvn\u00ed komer\u010dn\u00ed z\u00e1silku p\u0161eni\u010dn\u00e9 mouky pod\u00e9l tohoto koridoru a\u017e do New Yorku. (.) [00:04:17] Co st\u00e1le br\u00e1n\u00ed tomuto alternativn\u00edmu sm\u011bru, je doba a kapacita z\u00e1silky. St\u00e1le m\u016f\u017ee trvat p\u0159\u00edli\u0161 dlouho. N\u011bkdy a\u017e 45 dn\u00ed, ne\u017e se dostanete z hranice mezi \u010c\u00ednou a Kazachst\u00e1nem do Rumunska. (.) A\u017e 45 dn\u00ed. To je to, co chceme \u0159e\u0161it. Chceme to zkr\u00e1tit na pouh\u00fdch 15 dn\u00ed. To je mnohem rychlej\u0161\u00ed, ne\u017e by jak\u00e1koliv lo\u010f mohla dostat do Evropy. (.) Proto jsme provedli rozs\u00e1hlou studii, abychom identifikovali m\u00edsta, kde m\u00e1me \u00fazk\u00e9 hrdlo k roz\u0161\u00ed\u0159en\u00ed a mezery k vypln\u011bn\u00ed. Studie, kter\u00e1 vych\u00e1z\u00ed z pr\u00e1ce mezin\u00e1rodn\u00edch partner\u016f a finan\u010dn\u00edch instituc\u00ed, potvrzuje to, co u\u017e mnoz\u00ed v t\u00e9to m\u00edstnosti v\u00ed. S vhodnou kombinac\u00ed investic a reforem m\u016f\u017ee tento koridor splnit na\u0161e pot\u0159eby. (.) Pokud se to poda\u0159\u00ed, obchodn\u00ed toky by se mohly do roku 2030 ztrojn\u00e1sobit a do roku 2040 p\u011btin\u00e1sobit. [00:05:18] A jsme odhodl\u00e1ni to zvl\u00e1dnout. Spole\u010dn\u011b s v\u00e1mi. (.) O tom je Platforma agendy konektivity, kterou dnes spou\u0161t\u00edme. Vych\u00e1z\u00ed z \u00fasp\u011b\u0161n\u00e9ho p\u0159\u00edkladu Koordina\u010dn\u00ed platformy kaspick\u00e9ho dopravn\u00edho koridoru, kter\u00e1 za\u010dala na konci roku 2024 a pom\u00e1h\u00e1 strukturovat spolupr\u00e1ci mezi EU a na\u0161imi partnery ve St\u0159edn\u00ed Asii. (.) Platforma agendy konektivity nyn\u00ed posune na\u0161i spolupr\u00e1ci pod\u00e9l cel\u00e9ho koridoru na dal\u0161\u00ed \u00farove\u0148. Pom\u016f\u017ee n\u00e1m propojit jednotliv\u00e9 iniciativy a vyvinout sd\u00edlenou vizi pro konektivitu v \u0161ir\u0161\u00edm regionu. A pom\u016f\u017ee n\u00e1m vybudovat pipeline prioritn\u00edch projekt\u016f, kter\u00e9 skute\u010dn\u011b z\u00e1le\u017e\u00ed.<\/p>\n\n<p class=\"wp-block-paragraph\">Tak\u00e9 to pom\u016f\u017ee vytvo\u0159it podm\u00ednky pro mobilizaci kapit\u00e1lu v m\u011b\u0159\u00edtk\u00e1ch t\u00edm, \u017ee spoj\u00ed vl\u00e1dy, mezin\u00e1rodn\u00ed finan\u010dn\u00ed instituce a soukrom\u00e9 investory kolem spole\u010dn\u00e9ho investi\u010dn\u00edho pl\u00e1nu. (.) [00:06:19] Je skv\u011bl\u00e9 vid\u011bt tolik r\u016fzn\u00fdch zem\u00ed zastoupen\u00fdch v t\u00e9to m\u00edstnosti, p\u0159esn\u011b 26. Spole\u010dn\u011b tvo\u0159\u00edme most mezi Evropou, Ji\u017en\u00edm Kavkazem a St\u0159edn\u00ed Asi\u00ed. (.) Mnoh\u00e9 z t\u011bchto v\u00fdzev jsou fyzick\u00e9, jako jsou chyb\u011bj\u00edc\u00ed spojen\u00ed v \u017eelezni\u010dn\u00edch a silni\u010dn\u00edch s\u00edt\u00edch, kapacitn\u00ed omezen\u00ed a mezery v infrastruktu\u0159e.<\/p>\n\n<p class=\"wp-block-paragraph\">Projekt \u017eeleznice Haukoulo-Kapikoul\u00e9 je takov\u00fdm p\u0159\u00edkladem. (.) Je to moderniza\u010dn\u00ed a vysokorychlostn\u00ed \u017eelezni\u010dn\u00ed projekt v Turecku, kter\u00fd spojuje z\u00e1padn\u00ed hranici Istanbulu s hlavn\u00edm \u017eelezni\u010dn\u00edm hrani\u010dn\u00edm p\u0159echodem do Bulharska a Evropsk\u00e9 unie. Zkr\u00e1t\u00ed doby cestov\u00e1n\u00ed a zv\u00fd\u0161\u00ed kapacitu n\u00e1kladu mezi Evropou a Asi\u00ed. (.) [00:07:20] Dal\u0161\u00edm p\u0159\u00edkladem odstran\u011bn\u00ed fyzick\u00fdch p\u0159ek\u00e1\u017eek je pr\u00e1ce, kterou d\u011bl\u00e1me na Ukrajin\u011b a v Moldavsku na vylep\u0161en\u00ed \u017eelezni\u010dn\u00edho syst\u00e9mu. (.) Des\u00edtky let jejich \u017eelezni\u010dn\u00ed syst\u00e9m pou\u017e\u00edval jin\u00e9 koleje ne\u017e v\u011bt\u0161ina Evropy. Tento rozd\u00edl vytv\u00e1\u0159\u00ed skute\u010dnou p\u0159ek\u00e1\u017eku. (.) Stoj\u00ed to hodn\u011b \u010dasu, proto\u017ee zbo\u017e\u00ed mus\u00ed b\u00fdt p\u0159evedeno z jednoho syst\u00e9mu na druh\u00fd. (.) Jeden z projekt\u016f, kter\u00e9 dnes podepisujeme, je s Evropskou investi\u010dn\u00ed bankou. P\u0159ipravujeme novou elektrifikovanou \u017eeleznici evropsk\u00e9ho standardu z Ungheni v Moldavsku na rumunsk\u00e9 hranici do Ki\u0161in\u011bva, hlavn\u00edho m\u011bsta zem\u011b. Pojede vedle existuj\u00edc\u00ed trati a p\u0159\u00edmo ji spoj\u00ed s nov\u00fdm n\u00e1kladn\u00edm termin\u00e1lem bl\u00edzko moldavsk\u00e9ho hlavn\u00edho m\u011bsta. (.) V\u0161echny tyto projekty uzav\u00edraj\u00ed chyb\u011bj\u00edc\u00ed spojen\u00ed v na\u0161ich snah\u00e1ch propojit Evropu a Asii prost\u0159ednictv\u00edm rychlej\u0161\u00edch, bezpe\u010dn\u011bj\u0161\u00edch a spolehliv\u011bj\u0161\u00edch dopravn\u00edch cest. Spole\u010dn\u011b s na\u0161imi partnery ze St\u0159edn\u00ed Asie tak\u00e9 zahajujeme projekty \u010dist\u00e9 energie, [00:08:24] roz\u0161i\u0159ujeme digit\u00e1ln\u00ed s\u00edt\u011b a vyv\u00edj\u00edme dodavatelsk\u00e9 \u0159et\u011bzce kritick\u00fdch miner\u00e1l\u016f.<\/p>\n\n<p class=\"wp-block-paragraph\">Dal\u0161\u00ed v\u00fdzvy, kter\u00e9 mus\u00edme zvl\u00e1dnout, jsou nedostatek regula\u010dn\u00ed povahy, r\u016fzn\u00e9 hrani\u010dn\u00ed procedury, nekompatibiln\u00ed syst\u00e9my a dal\u0161\u00ed administrativn\u00ed zpo\u017ed\u011bn\u00ed. \u0158e\u0161\u00edme to slad\u011bn\u00edm pravidel, propojen\u00edm celn\u00edch syst\u00e9m\u016f a p\u0159esunem v\u00edce procedur online. (.) Dobr\u00fdm p\u0159\u00edkladem je na\u0161e spolupr\u00e1ce s Mezin\u00e1rodn\u00edm obchodn\u00edm centrem na roz\u0161\u00ed\u0159en\u00ed st\u00e1vaj\u00edc\u00edch a \u00fa\u010dinn\u00fdch digit\u00e1ln\u00edch n\u00e1stroj\u016f ze St\u0159edn\u00ed Asie k na\u0161im v\u00fdchodn\u00edm partner\u016fm nebo Celn\u00edm a logistick\u00fdm centrem v Jerevanu. Pomoc p\u0159i konstrukci. (.) Usnad\u0148uj\u00ed a urychluj\u00ed zpracov\u00e1n\u00ed zbo\u017e\u00ed, kter\u00e9 p\u0159ekra\u010duje hranice. (.) A nakonec vyu\u017eijeme platformu Connectivity Agenda k tomu, abychom spole\u010dn\u011b odstranili finan\u010dn\u00ed p\u0159ek\u00e1\u017eky. (.) Dnes podepisujeme projekty s p\u0159\u00edsp\u011bvkem EU p\u0159es 80 milion\u016f eur, co\u017e m\u016f\u017ee mobilizovat v\u00edce ne\u017e 2 miliardy eur na investice do dopravy, energie a digit\u00e1ln\u00ed konektivity. [00:09:32] A to je teprve za\u010d\u00e1tek. Jeden takov\u00fd projekt je s FinFund, finsk\u00fdm investorem s dopadem, kter\u00fd pom\u016f\u017ee p\u0159etvo\u0159it 40 milion\u016f eur v z\u00e1ruk\u00e1ch EU na investice v hodnot\u011b 800 milion\u016f eur. (.) Sn\u00ed\u017e\u00ed riziko soukrom\u00fdch sektorov\u00fdch investic, kter\u00e9 podpo\u0159\u00ed rychlej\u0161\u00ed internet v odlehl\u00fdch a \u0161patn\u011b p\u0159ipojen\u00fdch oblastech, lep\u0161\u00ed m\u00edstn\u00ed internetov\u00e1 p\u0159ipojen\u00ed a nov\u00e1 datov\u00e1 centra. Podpo\u0159\u00ed tak\u00e9 obnovitelnou energii, siln\u011bj\u0161\u00ed elektrick\u00e9 s\u00edt\u011b, lep\u0161\u00ed elekt\u0159inu a syst\u00e9my skladov\u00e1n\u00ed energie. (.) To je dal\u0161\u00ed p\u0159\u00edklad, jak m\u016f\u017ee roz\u0161i\u0159ov\u00e1n\u00ed obchodn\u00edch cest slou\u017eit v\u0161em na t\u00e9to cest\u011b.<\/p>\n\n<p class=\"wp-block-paragraph\">Je opravdu v\u00fdjime\u010dn\u00e9, \u017ee ve sv\u011bt\u011b, kter\u00fd se st\u00e1v\u00e1 \u010d\u00edm d\u00e1l v\u00edce konfliktn\u00edm, jdeme spole\u010dn\u011b opa\u010dn\u00fdm sm\u011brem, co\u017e znamen\u00e1, \u017ee se sbli\u017eujeme.
